In his speech, the President emphasized that the draft Constitutional Law presented to our people had not yet been adopted but had only been submitted for public discussion. The head of state clearly stated his position: to leave unchanged the norms regarding the legal status of the Republic of Karakalpakstan in the draft.

A group of malefactors has not abandoned its attempts to seize power in sovereign Karakalpakstan, for which purpose it has continued to cause confusion, discord among the peaceful population and provoke citizens to violations of the rule of law and illegal actions.

In this connection the President of the Republic of Uzbekistan has made a decision about introduction of the state of emergency on the territory of the Republic of Karakalpakstan for the period from 00:01 hours on July 3, 2022 till 00:00 hours on August 2, 2022 with a view of provision of safety of citizens, protection of their rights and freedoms, restoration of legality and law order. On 2 July the President signed the relevant Decree "On introduction of the state of emergency in the territory of the Republic of Karakalpakstan".

A National Guard commandant's office was established for the purpose of administering the forces and means ensuring the state of emergency on the territory of the Republic of Karakalpakstan.

The National Guard and the Ministry of Internal Affairs, the State Security Service and the Ministry of Emergency Situations of the Republic of Uzbekistan and other state bodies and organizations included in the State System of Prevention and Actions in Emergency Situations are responsible for the implementation of measures under the state of emergency regime.

In addition, taking into account the real threat to the life and health of citizens, the facts of attacks on members of the National Guard and law enforcement personnel, the seizure of their weapons and equipment, and in accordance with article 23 of the Constitutional Act on the state of emergency, the President decided to involve the forces and resources of the Ministry of Defence to maintain a special regime for entry and exit from Karakalpakstan, protect facilities that ensure the vital functions of the population and function

A state of emergency is introduced to suppress attempts at violent change of the foundations of the constitutional system and the territorial integrity of the state, mass disturbances and terrorist acts, interethnic and other conflicts among the population that pose a real threat to the life, health and security of citizens.

What it means. In the territory of Karakalpakstan, the protection of public order, especially important and categorized objects, as well as infrastructure vital facilities that provide vital activity of the population, such as hospitals, clinics, pharmacies, water and gas supply enterprises and a number of others is strengthened.

Mandatory checks of identity documents of individuals, body searches, and inspection of belongings and vehicles in their possession are conducted.

A curfew is introduced. In other words, it is prohibited to be on the streets and in other public places or outside the dwelling without specially issued passes and identification documents between 9 p.m. and 7 a.m. Passes are issued by the Commandant of the territory of the Republic of Karakalpakstan in the first instance to employees of vital facilities that provide vital services to the population. At the same time, the entry and exit from the republic and the freedom of movement, including vehicles, are restricted, and in some areas a complete ban on movement may be established.

Citizens are required to carry their identity documents. When demanded by patrol units of the National Guard, law enforcement agencies and the Ministry of Defense, citizens must present a document certifying their identity, and in the absence of such a document, follow a patrol unit to identify themselves. We ask citizens to treat these requirements with understanding, to answer questions calmly and with restraint. Do not resist, do not interfere in the performance of official duties by the National Guard, the Ministry of Defense and law enforcement agencies. All measures taken by the National Guard, the Interior Ministry and other law enforcement agencies and security agencies involved are aimed at ensuring law and order and the safety of civilians.

We emphasize that the conditions and limits of the use of physical force, special means, military and special equipment and firearms established by laws and other acts of legislation shall not be subject to change during a state of emergency. This is established by article 27 of the Constitutional Law of the Republic of Uzbekistan "On the state of emergency".

The following is prohibited: organization and holding of meetings, entertainment, sports and other mass events; strikes and other actions aimed at suspension or termination of activities of legal entities; sale of weapons, ammunition, explosives, special means, poisonous substances, and from natural and legal persons these items and substances are temporarily seized; a special regime of circulation of drugs, narcotic drugs, psychotropic substances, precursors, as well as ethyl alcohol and alcoholic products is established.

It is allowed to hold family celebrations, in the mahallas - sports and patriotic events organized by Vatanparvar and Nuroniy.

A special permit regime is established, under which the orders and instructions of the commandant are binding on all public administration and government authorities in the territory of the Republic of Karakalpakstan.

By agreement with the commandant's office and local authorities, passes will be issued from tomorrow.

Restrictions are imposed on the movement of citizens (on foot, without proper documents), including vehicles, with the exception of special vehicles (ambulances, firefighting services, etc.).

For non-compliance with the rules established during the state of emergency, Articles 204 and 205 of the Code of Administrative Responsibility stipulate responsibility.

 Decree of the President of the Republic of Uzbekistan

In accordance with paragraph 19 of Article 93 of the Constitution of the Republic of Uzbekistan and Articles 5-7 of the Constitutional Law of the Republic of Uzbekistan "On state of emergency":

 

  1. In order to ensure the safety of citizens, protect their rights and freedoms, restore the rule of law, introduce a state of emergency on the territory of the Republic of Karakalpakstan from 00 hours 01 minutes on July 3, 2022 to 00 hours 00 minutes on August 2, 2022.

 

  1. To introduce a curfew from 9 p.m. to 7 a.m. in the territory of the Republic of Karakalpakstan for the period of the state of emergency.

 

  1. To establish for the period of the state of emergency the commandant's office of the territory of the Republic of Karakalpakstan and to endow it with all the powers stipulated by the Constitutional Law of the Republic of Uzbekistan "On the state of emergency".

 

To appoint Rustam Mirzaevich Dzhuraev as the Commandant of the National Guard of the Republic of Karakalpakstan.

 

  1. To establish the following measures and temporary restrictions for the period of the state of emergency:

 

(a) Strengthen the protection of public order, especially important and categorized objects, as well as infrastructure facilities that provide vital activities of the population;

 

  1. b) introduce restrictions on freedom of movement, including vehicles in the Republic of Karakalpakstan;

 

  1. c) to ensure the verification of identity documents of individuals, personal search, inspection of their belongings and vehicles;

 

  1. d) to restrict entry to and exit from the Republic of Karakalpakstan;

 

  1. e) to prohibit the organization and holding of peaceful assemblies, entertainment, sports and other mass events;

 

  1. f) to prohibit strikes and other actions aimed at suspending or terminating the activities of legal entities;

 

  1. g) prohibit the sale of weapons, ammunition, explosives, special means, poisonous substances, establish a special regime for the circulation of medicines, narcotic drugs, psychotropic substances, precursors, as well as ethyl alcohol and alcoholic beverages;

 

  1. h) ensure temporary seizure of weapons and ammunition, toxic substances from individuals, and temporary seizure from legal entities, along with weapons, ammunition and toxic substances, also combat and training military equipment, explosives and radioactive substances.

 

  1. To determine the Commandant's Office of the Republic of Karakalpakstan, forces and means of the Ministry of Internal Affairs of the Republic of Uzbekistan, National Guard of the Republic of Uzbekistan, State Security Service of the Republic of Uzbekistan, Ministry of Emergency Situations of the Republic of Uzbekistan, and other state bodies and organizations included in the State system of prevention and actions in emergency situations as responsible for the measures applied under the state of emergency.

 

  1. Taking into account the real threat to the life and health of citizens, the facts of attacks on law enforcement officers, the possession of their weapons and equipment, and in accordance with Article 23 of the Constitutional Law of the Republic of Uzbekistan "On the state of emergency" to additionally involve the forces and means of the Ministry of Defense of the Republic of Uzbekistan to perform the following tasks:

 Maintaining a special regime of entry into and exit from the territory where the state of emergency has been declared;

Protecting facilities providing vital activities for the population and the functioning of transport and facilities posing increased danger to human life and health and to the environment;

Disengagement of warring parties involved in conflicts accompanied by violent acts involving the use of weapons, military and special equipment;

participation in suppressing the activities of illegal armed groups;

participation in eliminating the consequences of emergencies, as well as saving lives as part of the forces of the State System of Prevention and Actions in Emergency Situations.

 

  1. Commandant Dzhuraev R. M. together with ministries and departments involved, take all necessary measures to ensure security and law and order on the territory of the Republic of Karakalpakstan, as well as implementation of other necessary measures in accordance with requirements of the Constitutional Law of the Republic of Uzbekistan "On state of emergency".

 

  1. Prosecutor General of the Republic of Uzbekistan Yuldashev N.T. shall ensure observance of legality in implementing the measures and temporary restrictions established by this Decree.

 

  1. The Cabinet of Ministers of the Republic of Uzbekistan shall allocate the necessary funds from the reserve fund of the Cabinet of Ministers of the Republic of Uzbekistan and other state sources to ensure the state of emergency.

 

  1. This Decree shall enter into force from 00:01 a.m. on July 3, 2022 and shall be immediately published in mass media.

 

  1. Submit this Decree to the chambers of Oliy Majlis of the Republic of Uzbekistan for approval.
  2. The Prime Minister of the Republic of Uzbekistan Aripov A.N. and the Secretary of the Security Council under the President of the Republic of Uzbekistan Makhmudov V.V. shall be in charge of monitoring the implementation of this Decree.
