In order to develop bilateral cooeration, a group of experts from the Federal Service of the National Guard Troops of the Russian Federation headed by the deputy-chief of the International Cooperation Department, Lieutenant Colonel V. Sushchik, visited Uzbekistan from September 6 to 9 of this year. During the visit, the Russian delegation got acquainted with the activities of the territorial units of the National Guard, as well as educational institutions. Within the visit, the Commander of the National Guard of the Republic of Uzbekistan, Major General R. Djuraev, met with representatives of the Rosgvardiya, during which the state of bilateral collaboration, as well as promising areas of interaction were discussed. The Russian side highly appreciated the existing infrastructure of the National Guard of Uzbekistan units and educational institutions, as well as approaches to organizing combat and special training of troops and the educational process. Following the results of the visit, which took place in a traditionally friendly and warm atmosphere, an agreement was reached on the continuation and further development of bilateral cooperation.
On August 17 of this year, the Commander of the National Guard of the Republic of Uzbekistan, Major General R. Djuraev, met with the head of the department for cooperation on armaments, military equipment and technologies of the Main Directorate for the development of arms, military equipment and technologies of the Central Military Council of the People's Republic of China, Major General Fan Jianjun, who is in Uzbekistan on an official visit. The meeting was also attended by the Military Attache of the Republic of Uzbekistan to the People's Republic of China, colonel Otabek Shamsiev, representatives of the National Guard and the State Committeeof the Republic of Uzbekistan for Defense Industry, the Military Attache of the People's Republic of China to the Republic of Uzbekistan, senior colonel Du Xunde and members of the Chinese delegation. In the course of the conversation, the parties noted that cooperation between the two countries covers a wide range of interaction, is friendly and mutually beneficial. Also, the current state and prospects for the development of bilateral cooperation in the military and military-technical sphere between the National Guard of the Republic of Uzbekistan and the Chinese People's Armed Police Force were discussed. As a result of the negotiations, an agreement was reached to implement a number of joint practical measures, including trainings on the exchange of experience, joint exercises, etc. The meeting took place in an atmosphere of friendship and mutual understanding.
The National guard of the Republic of Uzbekistan is consistently working to develop and strengthen collaboration with the Turkish Gendarmerie in various areas of cooperation, including in the field of education and trainingof personnel. In accordance with the agreements reached, during the period from august 8 to 17 this year, the delegation of the University of Public Security of the Republic of Uzbekistan, headed by the Deputy Commander of the National guard of the Republic of Uzbekistan colonel S. Mamayusupov is on a return visit to the Republic of Turkey. During the visit, the Uzbek delegation met with the Commander-in-Chief of the Gendarmerie of Turkey, General of the Army Arif Chetin, and the head of the Academy of Gendarmerie as well as Coast Guard of the Ministry of Internl Affairs of the Republic of Turkey, Major General M. Bulut. During the meetings, the sides exchanged views on the state of bilateral collaboration as well as discussed promising areas of cooperation in the field of training, retraining and advanced training of personnel. Following the meetings, a Memorandum of Understanding was signed between the University of Public Security of the Republic of Uzbekistan and the Academy of Gendarmerie and Coast Guard of the Ministry of Internal Affairs of the Republic of Turkey, which will further contribute to the deepening of collaboration between educational institutions in the scientific field as well as teaching activities, conducting joint scientific and practical conferences, seminars and trainings. According to the program of the visit, the delegation got acquainted with the activities of the Academy of Gendarmerie and Coast Guard of the Ministry of Internal Affairs of Turkey, the organization of the educational process in criminology, combat, special traınıng, engineering-sapper and other areas of training. The visit takıng place in a traditionally warm and friendly atmosphere.
Within the framework of cooperation between the National guard and the Gendarmerie of Turkey, a Turkish delegation headed by the head of the Gendarmerie and Coast Guard Academy of the Ministry of Internal Affairs of the Republic of Turkey, Major-General Murat Bulut, is on an official visit to the Republic of Uzbekistan from July 26 to August 2. According to the visit program, the Turkish delegation members got acquainted with the activities and educational process, as well as the infrastructure of the Public Security University of the Republic of Uzbekistan and the Specialized Training Center of the National guard. On July 27, the Commander of the National guard of the Republic of Uzbekistan, Major-General R.Djuraev, met with Major-General Murat Bulut. During the talks, the parties discussed promising areas for further cooperation, and also noted the importance of developing bilateral collaboration in the field of education and training. The Turkish side highly appreciated the existing potential of the educational institutions of the National guard and expressed readiness for further exchange of experience in the field of training, advanced training and personnel training. Following the meeting, an agreement was reached to continue a close and effective dialogue between the educational institutions of the National guard and the Gendarmerie of Turkey.
On July 22 of this year, a meeting was held in the format of a videoconference between the Commander of the National Guard of the Republic of Uzbekistan, Major-general R. Djuraev, and the Commander of the Internal Troops of the Ministry of Internal Affairs of the Republic of Belarus, Major-general N. Karpenkov. During the meeting, the parties discussed issues of strengthening and further development of bilateral cooperation. Promising areas of cooperation for the exchange of experience in all spheres of activity, including education and training, were discussed. The commander of the National Guard of the Republic of Uzbekistan expressed gratitude to his Belarusian colleagues for the archival documents sent earlier about the heroic exploits of Uzbek sons during the Second World War of 1941-1945. The meeting was held in a traditionally warm and friendly atmosphere.
Within the framework of the international conference “Central and South Asia: Regional Interconnectedness. Challenges and Opportunities”, held in the city of Tashkent in the period fromJuly 15 to 16 of this year, the Minister of State of the United Kingdom of Great Britain and Northern Ireland for South Asia and the Commonwealth, Lord Ahmad of Wimbledon, is on an official visit to the Republic of Uzbekistan. During the visit, in accordance with the previously reached agreements, the high-ranking guest met with the Commander of the National guard of the Republic of Uzbekistan, major-general R. Djuraev. It was noted at the meeting that thanks to the regular dialogue between the governments of the two countries, a high level of cooperation in the military, military-technical and law enforcement spheres has been achieved, which allows to maintain active tiesin the field of security. At the same time, the sides exchanged views on the state of bilateral cooperation, as well as considered promising areas for further effective collaboration. Following the meeting, a Plan of bilateral cooperation between National guard of the Republic of Uzbekistan and Ministry of Defense of the United Kingdom of Great Britain and Northern Ireland for 2021-2022 was signed. At the end of the event, which was held in a warm and friendly atmosphere, the high-ranking guest left warm wishes in the book of honorary guests of the National Guard of the Republic of Uzbekistan.
The delegation of the National Guard of the Republic, headed by the Commander of the National Guard, Major General R. Djuraev, is on a return working visit to the Republic of Kazakhstan.On the first day of the visit, a meeting took place with the Commander-in-Chief of the National Guard of the Republic of Kazakhstan, Lieutenant General R. Djaksylykov.During the conversation, the heads of agencies discussed the development and strengthening of bilateral cooperation in the field of public security and law enforcement, as well as guard activities and training of military personnel.As part of the visit program, the Uzbek delegation got acquainted with the activities and structural units of the National Guard of the Republic of Kazakhstan, visited the Command and Control Center and the National Defense University.An important event of the visit was the meeting with the Minister of Internal Affairs of the Republic of Kazakhstan, Lieutenant General E. Turgumbayev, during which the heads of the two agencies signed a Cooperation Agreement between the National Guard of the Republic of Uzbekistan and the Ministry of Internal Affairs of the Republic of Kazakhstan.Following the signing, it was noted that the signing of this international treaty will allow the withdrawal of bilateral cooperation to a higher level.The visit of the delegation of the National Guard of the Republic of Uzbekistan to the Republic of Kazakhstan takes place in a traditionally warm and friendly atmosphere.
As part of the established cooperation with the aim of discussing promising areas of practical interaction, on June 25 of this year, a videoconference was held between the Commander of the National Guard of the Republic of Uzbekistan Major General R. Djuraev and Director of the Federal Service of the National Guard troops of the Russian Federation, General of the Army V. Zolotov. During the conversation, the heads of agencies discussed the development and strengthening of bilateral cooperation in the field of public security, guard activities, training of military personnel, as well as canine service. In addition, the issue of developing cooperation in the field of information and communication technologies was considered. Moreover, earlier, together with colleagues from the Rosgvardia, the issue of replenishing the exposition of the Museum of the National Guard of the Republic of Uzbekistan with historical materials from the period of World War II was worked out. During the conversation, the Director of the Federal Service of the National Guard troops of the Russian Federation, General of the Army V. Zolotov, informed that on June 22, the day of the eightieth anniversary of the outbreak of World War II, the Russian side donated photos, videos, historical information and military essays from the fund of the Central Museum of the Russian Guard for the National Guard Museum dedicated to the activities of units and formations of the troops of the NKVD of the Former USSR, formed on the territory of the Uzbek SSR in the period 1941-1945. In the interests of further development of bilateral cooperation, following the results of videoconferencing, an agreement was reached to implement in the near future a number of joint anti-terrorist exercises, study visits of delegations of the parties to exchange experience, as well as the participation of military personnel of the two agencies in cultural and sports events organized by one of the parties.
In accordance with the reached agreements, from 16 to 20 June of this year, a delegation of the National Police Agency of the Republic of Korea headed by Commissioner General Kim Chang Yong is on an official visit to the Republic of Uzbekistan.During the visit, talks were held between high-ranking guest and the Commander of the National Guard of the Republic of Uzbekistan, Major General R. Djuraev.At the meeting, it was noted that since the first days of independence of the Republic of Uzbekistan, the dialogue between our countries has been friendly and trusted, the relations of strategic partnership and alliance are consistently developing and strengthening, and multifaceted cooperation is expanding.During the talks, the parties exchanged views on the current condition of bilateral cooperation, and also discussed promising areas for further interaction in the areas of safety and training the personnel.On the same day, an official ceremony was held for the signing of bilateral and multilateral cooperation documents between the National Guard and the Korean National Police Agency, as well as the Ministry of Internal Affairs.In particular, in order to further develop and strengthen cooperation in the field of security and personnel training, Memorandum of Understanding were signed between the National Guard of the Republic of Uzbekistan and the National Police Agency of the Republic of Korea, as well as the University of Public Security of the Republic of Uzbekistan and the Korean National Police University.Following up the event, a briefing was held with the participation of heads of departments, during which the importance of developing interdepartmental cooperation was noted.At the same time, as part of the visit agenda, the Korean delegation visited the Specialized Training Center of the National Guard and the University of Public Security of the Republic of Uzbekistan.During the visit, the guests were introduced to the infrastructure, training activities, the system of training and retraining of personnel for law enforcement agencies and military structures.
On June 11, this year, the Commander of the National guard of the Republic of Uzbekistan general-major R. Jurayev, met with the Commander-in-Chief of the Gendarmerie of Turkey, Army General Arif Cetin, in a video conference format. At the meeting, it was stressed that the centuries-old friendly relations between the two countries, whose language, religion and cultural values are very close to each other, are increasingly developing at the level of strategic partnership. During the event, the sides exchanged views on improving the regulatory framework for cooperation between the National guard and the Gendarmerie of Turkey, organizing the exchange of experience, and expanding collaboration in the field of personnel training. Following the meeting, which was held in the spirit of a sincere friendly atmosphere, the parties agreed to continue mutually beneficial cooperation
On May 28 of this year, a working meeting was held with representatives of the Regional Office of the United Nations Office on Drugs and Crime in Central Asia, in order to establish and develop international cooperation.During the meeting, the parties discussed promising areas of bilateral cooperation including crime prevention among the youth and ensuring public safety.By expressing their interest in establishing and further developing bilateral cooperation with the National Guard, the specialists of the UNODC regional office provided with detailed information on the initiatives implemented in Uzbekistan for 2022. Also, during the dialogue, it was paid special attention to the project to attract untapped youth to sports.Summing up the friendly meeting, parties have reached an agreement on the joint development of an action plan for bilateral cooperation, as well as the preparation of a draft Memorandum of Understanding.
On May 11 this year, in order to exchange views on issues of bilateral cooperation, a working meeting with the regional expert of the International Committee of the Red Cross for work with the countries of Central Asia, Vinko Moslavac, was held in the Department of International Cooperation of the National Guard. During the event, the parties discussed promising areas of collaboration between the National Guard of the Republic of Uzbekistan as well as the regional delegation of the International Committee of the Red Cross in Uzbekistan. Following the meeting, which was held in an atmosphere of friendly dialogue, an agreement was reached on the joint development of a plan for the further elaboration of cooperation.
