Established cooperation with the National Security Guard of India

The National Guard of the Republic of Uzbekistan is carrying out systematic work to establish and develop international cooperation. In particular, on January 25 of this year an online meeting was held between the Commander of the National Guard of the Republic of Uzbekistan, Major General R. Djuraev and the Chief Director of the National Security Guard of India, M. Ganapati. During the conversation, the parties discussed the development of bilateral cooperation between the National Guard of the Republic of Uzbekistan and the National Security Guard of India. The Indian side expressed its readiness to develop bilateral cooperation with the National Guard of Uzbekistan on the basis of trust and respect, and for the purpose of interagency exchange of experience, proposed to hold joint exercises in the field of security. In turn, the Commander of the National Guard of the Republic of Uzbekistan expressed his readiness to develop bilateral cooperation with the Indian side in all areas of official activity, and also proposed to establish cooperation between the Public Security University and the corresponding higher military educational institution of the National Security Guard of India. Following the meeting, the signing ceremony of the Memorandum of Understanding between the National Guard of the Republic of Uzbekistan and the National Security Guard of India took place. It was noted that this document will allow for further practical cooperation between the two departments in the field of ensuring public security and law and order, combating with terrorism, training and retraining of military personnel, through joint trainings and mutual visits. The meeting was held in the spirit of friendly and constructive dialogue.

NEW STAGE OF COOPERATION WITH ROSGVARDIA

Since the establishment of the National Guard of the Republic of Uzbekistan, one of the first established cooperation with the Federal Service of the National Guard of the Russian Federation. In 2018, an Agreement on Cooperation was signed between the National Guard of the Republic of Uzbekistan and the Federal Service of the National Guard Troops of the Russian Federation, which laid a solid foundation for long-term cooperation and interaction. At the invitation of the Russian side, the first official visit of a delegation of the National Guard of the Republic of Uzbekistan headed by Commander Major General R. Djuraev took place to the Russian Federation. During the meeting, the heads of the departments emphasized the importance of developing and strengthening cooperation between the two departments in the field of security and personnel training. Within the framework of the meeting, the Cooperation Plan for 2022 was signed, which provides for the implementation of practical measures for the exchange of experience in the field of ensuring public security and training military personnel. In accordance with the program of the visit, the delegation also visited the Main Directorate of the Rosgvardia in Moscow, where they got acquainted with the service and combat activities of the unit, weapons and equipment, as well as demonstration performances of a special rapid response unit.

STRENGTHENING COOPERATION WITH THE MIA OF THE REPUBLIC OF BELARUS

In recent years, bilateral relations between Uzbekistan and Belarus have reached a completely new qualitative level. Cooperation is developing dynamically in all spheres of life, including military and law enforcement areas. At the invitation of the Belarusian side, a delegation of the National Guard of the Republic of Uzbekistan headed by Commander Major General R. Djuraev visited Minsk. During the meeting, the heads of departments emphasized the importance of establishing and developing bilateral cooperation in the field of security and education. Following the meeting, the Cooperation Plan for 2022 was signed, which provides for the implementation of practical measures for the exchange of experience in the field of ensuring public security and training military personnel. Also, within the framework of the visit, a Memorandum of Understanding was signed between the University of Public Security of the Republic of Uzbekistan and the Faculty of Internal Troops of the educational institution "Military Academy of the Republic of Belarus". In accordance with the program of the visit, the delegation got acquainted with the activities of units to ensure public safety and law and order, as well as service and combat activities and the material and technical base of the internal troops of the Ministry of Internal Affairs of the Republic of Belarus.

ESTABLISHED COOPERATION WITH THE NATIONAL GUARD OF THE REPUBLIC OF TAJIKISTAN

On November 24 this year, the delegation of the National Guard of the Republic of Tajikistan, headed by the Commander, Guard Lieutenant General B. Jamolzoda, paid an official visit to the Republic of Uzbekistan for the first time. A solemn meeting with the Commander of the National Guard, Major General R. Djuraev took place in the Central Office of the National Guard. The event was attended by Deputy Commanders, Heads of Directorates of the Central Office, brigade commanders, as well as the heads of the University of Public Safety and the National Guard Specialized Training Center. Heads of territorial offices and regional training centers participated by video-conferencing. During the meeting, the parties discussed the main priority issues of development and strengthening of bilateral cooperation. Following the meeting, the heads of agencies signed a bilateral Plan of Practical Cooperation for 2022, which provides the implementation of joint activities in the field of personnel training, increasing their combat and physical training, as well as exchange of experience in all areas of service. Further, as part of the visit, the delegation visited the University of Public Security, the Specialized Training Center, Victory Park, as well as a number of units of the National Guard. The visit takes place in a traditionally friendly atmosphere.  

BILATERAL COOPERATION IS BEING STRENGTHENED WITH THE TURKISH GENDARMERIE

  On November 3 of this year, a delegation headed by the Commander-in-Chief of the Gendarmerie of the Republic of Turkey, Army General Arif Cetin, visited the Republic of Uzbekistan. A solemn meeting of the guests took place at the Central Office of the National Guard with the participation of the Commander of the National Guard, Major General R. Djuraev. At the same time, in accordance with the plan of the visit, a meeting dedicated to issues of bilateral collaboration was held in the National Guard negotiation hall. The event was attended by members of the Turkish delegation, consultants on internal and security issues at the Turkish Embassy in Uzbekistan, deputy commanders, heads of Departments of the Central Office, brigade commanders, as well as heads of the University of Public Security and the Specialized Training Center of the National Guard. Heads of territorial administrations and regional training centers participated via video conference. During the meeting, the heads of agencies discussed the prospects of interdepartmental cooperation in the field of security, emphasizing the rapid development of friendly relations between the two fraternal countries. Following the meeting, the parties agreed to develop cooperation in the field of security, training, retraining and advanced training of military personnel, as well as mutual visits to exchange experience. Further, within the framework of the visit program, members of the delegation visited the Specialized Training Center of the National Guard, the University of Public Security of the Republic of Uzbekistan, Victory Park, as well as the Ministry of Internal Affairs. The visit continues in a traditional and friendly atmosphere.

Prospects of cooperation were discussed

On October 27 of this year, the Ambassador Extraordinary and Plenipotentiary of Turkey to Uzbekistan, Olgan Bekar, and the consultants on internal and security issues at the Embassy, Colonel Mustafa Avji and the head of Security of the 1st degree Murat Karausta was visited, as well as familiarized with the activities and educational process of the University of Public Security and the Specialized Training Center of the National Guard. The guests highly appreciated the conditions and quality of the educational process in educational institutions, and also expressed readiness for further development of bilateral collaboration in the field of training and retraining of military personnel. Within the framework of the visit, the Central Office of the National Guard hosted a meeting of the Ambassador Extraordinary and Plenipotentiary of Turkey to Uzbekistan Olgan Bekar with the Commander of the National Guard of the Republic of Uzbekistan, Major General R. Djuraev. On the Uzbek side, the meeting was attended by Deputy Commander Colonel S. Mamayusupov and other leaders of the National Guard. During the negotiations, the Ambassador noted with satisfaction that friendly relations between the two fraternal countries are rapidly developing in all spheres of life and expressed readiness for further development of bilateral friendly collaboration between the National Guard of Uzbekistan and the Gendarmerie of Turkey. Following the meeting, which held in a friendly and warm atmosphere, the parties agreed to continue the interdepartmental dialogue in the field of security and military education. At the end of the event, Ambassador Olgan Bekar left warm wishes in the book of Honorary Guests of the National Guard of the Republic of Uzbekistan.

INTERNATIONAL COOPERATION IN THE FIELD OF PROTECTION OF CHILDREN'S RIGHTS

For the purpose of high-quality and effective implementation of Presidential Decree No. 5215 of 09.08.2021, «On measures to introduce a radically updated system of education for orphans and children left without parental care» а meeting was organized between the Commander of the National Guard of the Republic of Uzbekistan, Major General R. Djuraev, and the Head of the UNICEF Representative Office in Uzbekistan, M. Mamedzade. The meeting was also attended by the head of the UNICEF «Child Protection» program, Antonia Ludeke, adviser to this program Safinas Akhayeva, Deputy Commander for Youth Work, Colonel S. Mamayusupov and other representatives of the National Guard. During the conversation, actual issues of protecting the rights and interests of orphans and children left without parental care were discussed. The head of the UNICEF Representative Office in Uzbekistan highly appreciated the ongoing reforms in the country aimed at the de-institutionalization of Mehribonlik homes, (specialized homes for orphans) especially the importance of raising a child in a family with relatives was noted. In this context, М. Mamedzade expressed readiness to provide comprehensive assistance in the development of standards, methodology and organization of training sessions in accordance with international standards for National Guard servicemen on the reintegration of children in residential institutions, as well as monitoring of children placed in foster care. Following the results of the event, the parties agreed to sign a Plan for further cooperation for the following years. The meeting was held in a traditional friendly atmosphere.

Prospects of cooperation with the National Guard of the Republic of Tajikistan

On October 12, this year at the initiative of the Uzbek side, the   of the Commander of the National Guard of the Republic of Uzbekistan, Major General R.Djuraev, and the Commander of the National Guard of the Republic of Tajikistan, Lieutenant General B.Jamalzoda, took place in the format of a video conference call. During the conversation, the sides discussed actual areas of bilateral cooperation and expressed mutual readiness for further constructive dialogue and development of collaboration in the field of public security, protection of classified state facilities, as well as in the field of higher military education and training the personnel. As a result of the negotiations, an agreement was reached on the organization of a number of mutual visits, joint exercises and practical trainings, as well as the exchange of experiencein all areas of service and combat activities. The meeting was held in an atmosphere of friendship and mutual understanding.

A NEW STAGE OF COOPERATION WITH THE NATIONAL GUARD OF THE REPUBLIC OF KAZAKHSTAN

A delegation headed by the Deputy Minister of Internal Affairs – Commander-in-Chief of the National Guard of the Republic of Kazakhstan, Lieutenant General R. Zhaxylykov, arrived in Tashkent on a return visit. A solemn meeting with the Commander of the National Guard, Major General R. Djuraev, took place at the Central Office of the National Guard. The event was attended by Deputy Commanders, heads of Departments of the Central Office, brigade commanders, as well as heads of the University of Public Security and the Specialized Training Center of the National Guard. Heads of territorial departments and regional training centers participated via video conferencing. During the meeting, the heads of agencies emphasized the importance of developing and strengthening collaboration in the field of security and training of military personnel between the two fraternal countries. The head of the Kazakh delegation noted that cooperation between Uzbekistan and Kazakhstan is based on strong centuries-old ties of friendship and good neighborliness. Following the meeting, the heads of agencies signed a bilateral Cooperation Plan for 2022, which includes a number of practical activities. Further, as part of the visit program, the delegation visited the University of Public Security, a Specialized training Center, Victory Park, as well as a number of units of the National Guard. The visit takes place in a traditionally friendly atmosphere.

NEW DIRECTIONS OF INTERNATIONAL COOPERATION DISCUSSED

The National Guard systematically works to expand the geography of foreign partners, to establish mutually beneficial international cooperation. In particular, on September 23 of this year during an online videoconference between the Commander of the National Guard, Major General R. Djuraev and the Commander of the US Mississippi National Guard General J. Boyles, the current condition and prospects of bilateral cooperation with the overseas partner were discussed. During the meeting, the Sides with satisfaction noted the expansion of strategic partnership relations between Uzbekistan and the United States, close interaction in the military and law enforcement spheres. The parties agreed to expand practical cooperation in 2022 and implement a number of joint activities. MEETING WITH THE MINISTER FOR THE ARMED FORCES OF THE UNITED KINGDOM

On September 21 the Minister for the Armed Forces of the United Kingdom of Great Britain and Northern Ireland, James Heappey, visited the National Guard of the Republic of Uzbekistan. The delegation was received by the Deputy commander of the National Guard, Colonel M.Ganiev. The meeting was also attended by the Ambassador of the United Kingdom to Uzbekistan, Mr. Tim Torlot. During the meeting, the parties noted that the established trust-based dialogue between the governments of the parties contributes to the development and strengthening of multilateral strategic cooperation between Uzbekistan and the United Kingdom. In this vein, the importance of collaboration in the field of security was also noted. The parties discussed the current state and prospects for the development of bilateral military cooperation. The British side expressed its readiness to continue collaboration with the National Guard of the Republic of Uzbekistan. Within the meeting, which was held in a friendly atmosphere, the high-ranking guest wrote down his wishes in the book of honorary guests of the National Guard.

IMPROVING THE SKILL OF HAND-TO-HAND COMBAT FROM THE PERSPECTIVE OF INTERNATIONAL COOPERATION

The command of the National guard of the Republic of Uzbekistan pays special attention to the issues of improving the skills of hand-to-hand combat and self-defense by military personnel. In this context, on the basis of international experience, together with foreign partners, events aimed at improving the special and physical training of National guard servicemen are regularly organized. In the period from September 13 to 20 this year, sports events on the study of the Philippine applied combat system "Pekiti Tirsia Kali" were organized in Tashkent with the participation of representatives of the “PTK Batikan” Sports Club of the Republic of Belarus. Within the framework of the event, a training seminar was organized and a master class was held on the study and application of basic techniques of this combat system, as well as advanced methods of teaching these disciplines. Following the results of the training seminar, the Commander of the National guard of the Republic of Uzbekistan, Major General R. Djuraev, met with representatives of the Sports Club "PTK Batikan", during which issues of establishing and developing cooperation with the World Organization "Pekiti Tirsia Kali" were discussed. The events were held in a traditionally warm and friendly atmosphere in the spirit of sports competition.
